Collaboration for comparison modelling of updated Clean Electricity Regulations (CER)

ESMIA collaborated with ECCC to model the updated Clean Electricity Regulations (CER) using their North American TIMES Energy Model (NATEM) and the powerful RateVision energy rates analysis tool. Leveraging ESMIA’s expertise, the project involved assessing the latest (and confidential) CER policy details, ensuring rigorous compliance with complex policy requirements, and executing four strategic scenarios—with and without the CER, and at varying levels of electrification—across five key Canadian provinces for the period 2025 to 2050. In addition, ESMIA conducted in-depth electricity rates analyses for residential, commercial and industrial consumer categories, breaking down contributions from commodity, transmission and distribution, and fixed monthly charges for the milestone years of 2035, 2040, 2045, and 2050. The modelling comparison work with ECCC informed the regulatory text later published in the Canada Gazette (SOR/2024-263, December 13, 2024).
